A house is a basic need for a family. Every family wants a safe, comfortable and healthy residence. However, there are still many Indonesian families who are unable to own a decent house because housing prices continue to soar so that their purchasing power is not affordable. a subsidized house provided by the government at a price of 150 million rupiah, even though with various support for down payment and mortgage interest subsidies with the FLPP scheme, it still feels quite heavy for families with an income of 4 million rupiah and below, especially during the current pandemic. As an illustration of a subsidized house with a down payment of 7.5 million rupiah, they still have to pay the home mortgage of up to 1.1 million rupiah per month. Of course, with an income of 3-4 million rupiah which is still in installments for other needs, a home mortgage of that size is still quite heavy. In fact, almost all banks during this pandemic are also quite reluctant to fulfill mortgage applications for families with this opinion. So it is not surprising that based on data released by the Badan Pusat Statistik (2020) our economic growth in the second quarter was minus 5.32%, one of which was contributed by the construction sector, which is currently down to minus 5.39%.
Considering the enormous challenges of meeting housing needs for families with this income and coupled with the current very severe pandemic situation, IHUDRC, one of the Technological Research Centers of the Undip Faculty of Engineering in collaboration with the Ministry of PUPR and the Ministry of ATR/BPN tries to offer an innovative idea and initiate The implementation is in Semarang Regency, precisely in Branjang Village, West Ungaran. The scheme is called the Community-Based Housing Scheme with the Support of BP2BT Swadaya. This project is expected to run well and become a pilot project that can be an example to be applied in various regions in Indonesia. Through this scheme, people can own a house which usually costs 150 million rupiah which can be obtained at a price of 110 million rupiah and usually the family has to pay in installments of 1.1 million rupiah with only 800 thousand rupiah installments per month. Why did it happen? Because this scheme changes the conventional business model that has been implemented with the principle of Selling a House into Building a House. Building houses which have been done independently and individually (70% more Indonesian families), this community-based self-help housing scheme was organized by IHUDRC so that people can develop housing in a more planned and orderly manner. With this scheme, the impact of the emergence of dense and slum environments in Indonesian cities so far can be reduced. This innovation is very relevant to development that is more orderly (distanced) and adequate housing area so that it is not crammed into one house to be realized immediately in the Covid-19 pandemic era and is quite urgent to carry out because this can be a means to revive economic enthusiasm in Indonesia. when the threat of an economic crisis that haunts us all.
